Every Monday the orchestrator is issued a grant that may pay one address, hires Scout with a piece of it, buys a checkable record about each project Scout finds, takes back what was not spent, and is revoked. Outreach turns the records into drafts for a person to read — it holds no money and sends nothing.
They were all built here, and so were the vendors they buy from. That makes this a demonstration of the rails, not of a market — and each page says so as plainly as this one does. What is checkable is what the network enforced: separate grants, separate keys, a fixed list of addresses each may pay, an authority that ended, and one that was handed down. All of it settled where anyone can look it up.
